ExxonMobil appeared unsupportive of the goal to achieve a global net-zero emissions economy, as per its DEFA14A proxy statement filing to the US Securities and Exchange Commission on May 17th. The company claimed that it is “highly unlikely” that society would accept the “degradation in global standard of living” required to permanently achieve the IEA net-zero emissions by 2050.

American Clean Power Association CEO supports "all competitive energy sources" in US

19 May 2023

In written testimony before the May 11th Senate Committee on Energy & Natural Resources hearing to “Examine Opportunities for Congress to Reform the Permitting Process for Energy and Mineral Projects”, American Clean Power Association CEO Jason Grumet advocated for permitting reform to expedite project approvals without taking a clear position on the role of various energy types in the energy mix. In his testimony, Grumet emphasized that there was no political possibility of moving forward legislation that applies “principally on fossil energy” or “only seeks to apply process improvements to new clean energy technologies”, and so permitting reform would have to support “all competitive energy sources.”

PG&E broadly supports the EPA’s proposed standards for power plant emissions in the US

In a May 11th press release, Pacific Gas & Electric (PG&E) appeared to support the US Environmental Protection Agency (EPA)’s newly proposed rules for power plant emissions. PG&E stated that it supported the EPA “taking action to regulate greenhouse gas emissions from electric generation facilities, including gas-fired power plants.”

American Petroleum Institute opposes new US power plant emissions standards

In a May 12th press release, the American Petroleum Institute (API) opposed the US Environmental Protection Agency’s recently announced emissions standards for power plants. It also opposed EPA’s tailpipe emissions regulations. The API claims that both these regulations would discourage investment in oil and gas in the US.

Advanced Energy United advocates for Indiana utilities to utilize the IRA’s clean energy incentives

In a May 3rd blog post, industry group Advanced Energy United opposed Indiana utilities’ proposals to build new fossil gas plants in the state. The group advocated for the utilities to instead utilize the Inflation Reduction Act’s clean energy incentives to deploy energy storage and renewable energy projects to avoid fossil fuel buildout.

Amazon advocates for pro-renewables transmission reform in the US

Amazon met with the US Federal Energy Regulatory Commission (FERC), as reported by CNBC in May 2023, to advocate for “policies that allow transmission operators to make forward-looking investments” in the US. The company appears to support policy shifts that would allow more renewable projects to connect to the electric grid. Amazon was recently labelled as the largest corporate purchaser of clean power in the U.S.

Advanced Energy United supports adoption of vehicle electrification regulations in California and Colorado

In a 1st May press release, Advanced Energy United supported Colorado’s adoption of the Advanced Clean Truck rule, which takes effect in 2027. The group also published an April 28th press release in support of the California Air Resources Board’s vote to adopt the Advanced Clean Fleets rule, which aims to electrify the state’s commercial vehicle fleets.

​​US trade groups advocate against the repeal of the Inflation Reduction Act​

28 April 2023

​​Advanced Energy United , American Clean Power Association (ACP), and Solar Energy Industries Association (SEIA) advocated against the repeal of the Inflation Reduction Act (IRA), as proposed in the federal debt ceiling bill. In an April 20th blog, Advanced Energy United called on Congress to push back on the repeal and to instead “advance legislation that will help America transition to electricity and transportation systems powered by 100% clean energy.” In an April 19th press release, ACP CEO Jason Grumet similarly called out the repeal provisions and cited the clean energy projects that are relying upon the Inflation Reduction Act’s climate investments. In an April 20th press release, SEIA CEO Abigail Ross Hopper also called on Congress to reject the repeal provisions, emphasizing that the IRA is generating growth in clean energy jobs​

BP supports NEPA proposals while advocating in favor of fossil fuel infrastructure

In comments submitted on the 10th April on the Interim Guidance on Consideration of Greenhouse Gas (GHG) Emissions and Climate Change in the National Environmental Policy Act (NEPA), BP stated that it supported the proposal to consider GHG emissions, but also advocated for the reviews on energy projects to be streamlined, including permitting for LNG terminals and pipelines.

Eurogas calls on EU and US policymakers to expand LNG infrastructure

14 April 2023

In a 3rd April joint letter, Eurogas advocated to EU and US policymakers to invest in new LNG infrastructure to enable more fossil gas to be traded between the two regions. The letter also advocated for more long-term LNG contracts to be signed to provide a long-term role for fossil gas.

American Gas Association advocates for two US federal gas ban preemption bills

30 March 2023

In a March 22nd press release, American Gas Association (AGA) CEO Karen Harbert advocated for two pieces of federal gas ban preemption legislation. Harbert supported both the Save Our Stoves Gas Act, which would prohibit the Department of Energy (DOE) from enforcing energy conservation standards for certain appliances, including gas stoves, as well as the Gas Stove Protection and Freedom Act, which would prohibit the Consumer Product Safety Commission from using federal funds to ban gas stoves. This push for legislation to preempt agency action toward reducing fossil gas use follows the recent DOE proposed standard for gas stoves and the CPSC’s request for information on gas stove hazards.

National Grid supports New York's All-Electric Buildings Act with minor exceptions

30 March 2023

In a 24th March press release, utility National Grid appeared to support the proposed New York All-Electric Buildings Act, however emphasized concerns with widespread building electrification. Negotiations over building electrification measures are ongoing in the New York legislature, and both clean energy groups and fossil fuel industry coalitions are running social media campaigns over the legislative proposal to limit gas infrastructure in new buildings.

National Mining Association calls for US permitting reform to allow for increased thermal coal mining

27 March 2023

In a February 28th testimony to the United States House of Representatives Committee on Natural Resources, National Mining Association CEO Rich Nolan argued that permitting reform is needed to facilitate increased production and investment into fossil fuel infrastructure, including thermal coal mining and nuclear energy. Nolan also discussed the use of critical minerals for use in electric vehicles, but did not express a clear position on the electrification of transport.

​​Several oil and gas entities opposed the US federal government’s proposed supplemental regulations for methane emissions from the oil and gas sector. Comments submitted by ExxonMobil and Coterra Energy appear unsupportive of the proposal. US Chamber submits another comment in opposition to SEC climate disclosure rule

In a 27th February letter to the US Securities and Exchange Commission (SEC), the US Chamber of Commerce offered additional comments on the SEC's climate disclosure rule, asserting that regulatory developments at the Department of Labor and the Federal Acquisition Regulatory Council confirm the notion that the proposed rules are inappropriate and reasserting its belief that the SEC lacks the authority to finalize the rules.

​​Chevron CEO, Mike Wirth, appeared to advocate for investments in oil and gas during an interview with the Fox Business on January 17th at the World Economic Forum Summit in Davos, Switzerland. Wirth stated the need for policies to incentivize investment in all forms of energy and advocated for lease sales and energy infrastructure permitting reform in the United States.

Utilities and trade groups engage on US Senate hearing on implementation of the New York State climate plan

27 January 2023

For the January 19th New York State Senate Joint Public Hearing on legislative and budgetary actions necessary to implement the state’s climate plan, Consolidated Edison submitted testimony that supported a reduction in the fossil gas system without specifying timelines, while National Grid pushed for a significant role for “renewable natural gas” in the building sector. Trade groups Advanced Energy United and Solar Energy Industries Association affiliate NYSEIA, on the other hand, both strongly supported the climate plan and advocated in their testimonies for the state policymakers to propose ambitious measures toward transport and building electrification, respectively.

JPMorgan calls for continued investment in fossil fuels for next 50 years

Siemens subsidiary advocates for US policy support for wind power

20 January 2023

A subsidiary of Siemens Energy, Siemens Gamesa, released a white paper on January 16 in which it called for further policy support for the development of wind energy in the US. It stated that the Inflation Reduction Act was not a ‘silver bullet’ and that further support is needed to reach climate goals. It also said that the war in Ukraine displays the negative impacts of energy systems reliant on fossil-fuel resources.

Consumer Energy Alliance opposes New York's fossil gas ban

13 January 2023

On December 27, a tweet from the Consumer Energy Alliance (CEA) advocated against New York State’s fossil gas ban on new buildings. CEA referenced the North American winter storm to advocate in favor of “reliable” fossil gas during extreme weather.

American Petroleum Institute appears unsupportive of decarbonization measures in New York State's Scoping Plan

22 December 2022

On December 19, the New York State released public comments on the New York Climate Action Council’s Scoping Plan. Documents reveal that American Petroleum Institute’s (API) submission to the council in June 2022 did not support several decarbonization measures set in the plan. This included API’s opposition to eliminating fossil gas in buildings and ban on the sale of internal combustion engine (ICE) vehicles. Instead, API advocated for an economy-wide carbon pricing policy with several conditions attached to replace the measures in the Scoping Plan.

American Clean Power Association supports US permitting reform legislation

American Clean Power Association (ACP) Interim CEO JC Sandberg advocated for Senator Manchin’s permitting reform proposal in a December 14th press release, supporting an expedited process for clean energy projects without including a position on the legislation’s fossil fuel provisions. Following the Senate’s decision not to include the legislation in the defense spending bill, Sandberg published a December 15th press release stating that ACP was “committed to working with lawmakers on both sides of the aisle to get permitting reform done early next year.”

Investment Company Institute opposes SEC Names Rule proposal

16 December 2022

In a December 8th op-ed in the Financial Times, Investment Company Institute General Counsel Susan Olson urged the US Securities and Exchange Commission (SEC) to abandon its proposed expansion of the fund names rule to cover ESG-related funds, calling the proposal “nonsensical.”

American Petroleum Institute advocates in favor of fossil-gas derived hydrogen in US Clean Hydrogen Roadmap

On December 1st, American Petroleum Institute (API) submitted its comments to US Department of Energy’s (DOE) National Clean Hydrogen Strategy and Roadmap. While API supported expanded production of zero-emission hydrogen, API advocated that the DOE roadmap should incorporate a significant role for fossil-gas derived hydrogen.

In a November 26th tweet, Consumer Energy Alliance appeared to oppose New York’s plans for a fossil gas ban. The tweet included a link to New Yorkers for Affordable Energy, a front group that mobilizes public opposition to New York’s decarbonization proposals.

Occidental Petroleum advocates for ‘net-zero emission oil’

25 November 2022

During a quarterly earnings call on November 9th, Occidental Petroleum CEO Vicky Hollub advocated for a long-term role for oil, stating that oil will enable and fund the energy transition. Further, Hollub claimed that “net 0 emission oil” can be produced by using captured carbon dioxide in enhanced oil recovery.

International Chamber of Shipping advocates for green hydrogen

On November 15th, the Tyndall Centre for Climate Change Research released a report commissioned by the International Chamber of Shipping (ICS). The report advocated in favor of utilizing shipping to transport green hydrogen and ammonia to enable the wider energy transition in other sectors and regions, alongside the use of green hydrogen to decarbonize maritime from the 2030s. The report further supported a range of policies to promote green hydrogen production, including mandates and production credits under the Inflation Reduction Act.

American Gas Association opposes Inflation Reduction Act's building electrification incentives

The American Gas Association (AGA) continues to oppose the US Inflation Reduction Act’s building electrification incentives: in a November 4th press release, AGA CEO Karen Harbert advocated for “a portfolio approach that includes efficient gas end-use applications” as an alternative to switching to electric appliances. On November 1st, Vox reported on AGA’s campaign to engage directly with federal policymakers and increase oversight of the IRA’s High-Efficiency Electric Home Rebate program to “allow for fuel neutral energy efficiency investments.” In the same article, Vox quoted a statement from a chief AGA lobbyist, who expressed the association’s concerns with the IRA’s environmental justice block grants and how they “can be used or applied to support gas ban efforts at community levels.”

American Gas Association opposes the electrification of homes under the Inflation Reduction Act

As reported by the New York Times on October 20th, the American Gas Association (AGA) is directly engaging with federal policymakers in opposition to the Inflation Reduction Act’s electric home rebate program, which incentivizes electrification projects for low and moderate-income households. The article stated that AGA is pushing back against the program and advocating for the continued role of fossil gas in the residential sector by “preparing to team up with House Republicans to intensify oversight of the Energy Department” as midterm elections approach.

In an August 12th press release, National Grid supported the passage of the Inflation Reduction Act in the House, stating that “this landmark legislation is one of the most significant investments the United States has ever made to develop clean energy and slow the effects of climate change.” AES CEO Andrés Gluski appeared to support the Inflation Reduction Act in an August 12th company tweet, which quoted him as stating “this will be a game changer.”

International cross-sector industry associations advocate for policies to scale up investment in fossil gas alongside renewables​

​​On the 20th April, the B7 group of national cross-sector business associations and BusinessEurope published a joint recommendation on the G7 Tokyo Summit. The associations, including the Japan Business Federation (Keidanren), the Federation of German Industries, the Canadian Chamber of Commerce, the US Chamber of Commerce, Confindustria, the French Business Association (Medef), and the Confederation of British Industry, seemed to support reaching climate neutrality by 2050 and increasing the Nationally Determined Contributions of all parties at this years’ COP. However, the associations also advocated that G7 policies should scale up investment in fossil gas and Liquified Natural Gas alongside renewables such as wind and biomass, as well as hydrogen and ammonia without stating a position on the fuels’ decarbonization. ​

Amazon and its industry groups lobby against Oregon climate bill

According to Fast Company, Amazon lobbied lawmakers in Oregon against HB 2816, a bill that would have required the state’s large power users to shift to 80% clean energy by 2030 and 100% by 2040. While Amazon did not provide formal testimony - reportedly meeting with lawmakers privately - InfluenceMap found that several of its industry associations submitted comments against the legislation, including TechNet, the Technology Association of Oregon, and Oregon Business and Industry. In its submission, TechNet wrote “We want to warn this committee that this legislation will force companies to seriously reevaluate their plans for Oregon.”

California Chamber opposes new effort to increase state-wide GHG target

The California Chamber of Commerce (CalChamber) published a news release outlining its opposition to California Senate Bill 12, which would increase the state’s greenhouse gas emissions reduction target to 55% below 1990 levels by 2030. On August 5th, in response to the uncertainty surrounding Senator Sinema's position on the Inflation Reduction Act, Solar Energy Industries Association (SEIA) organized a joint letter signed by Arizona solar and storage businesses which advocated to Senators Sinema and Kelly, who represent Arizona in Congress, to support the passage of the legislation’s solar provisions. The letter was signed by over 90 companies, including the American subsidiaries for EDF Renewables and EDP Renewables.

Chevron, BP, Devon Energy, and Occidental Petroleum issued mixed support for the proposals, expressing both positive and negative positions positions on the regulations. Shell, meanwhile, appears to communicate a more broadly supportive position, however, it also avoids commenting on key elements of the regulations.

In a 3rd March article, the Washington Post highlighted the lobbying activities of several companies, including NextEra Energy, that are advocating for policymakers to allow the Inflation Reduction Act’s green hydrogen tax credit to apply to fossil fuel-produced hydrogen. The article described NextEra’s affordability concerns with strict green hydrogen requirements and the company’s push to allow hydrogen to be produced even when renewable energy is unavailable. NextEra continues to advocate for this position, following its submitted guidance to the Internal Revenue Service on the hydrogen tax credit in December 2022.

Duke Energy and PPL advocate against Kentucky Senate push to delay coal plant retirement

​​As reported by Louisville Public Media on February 23rd, subsidiaries of Duke Energy and PPL Corp directly advocated to Kentucky policymakers to oppose Senate Bill 4, which would allow state regulators to deny retirement of coal plants. PPL subsidiary Louisville Gas & Electric and Duke subsidiary Duke Energy Kentucky both emphasized that the legislation would raise costs by forcing utilities to continue the operation of their coal plants.​

US Chamber of Commerce opposes US SEC's proposed climate disclosure rule

On November 1st, the US Chamber submitted a comment on the US Securities and Exchange Commission's (SEC) proposed climate disclosure rule, following up on the Chamber’s June 2022 comment letter. The Chamber reasserted its view that the SEC lacks authority to finalize the rule, citing the Supreme Court’s decision in West Virginia v. API supports new oil and gas lease sales and oppose tax provisions in the Inflation Reduction Act

Communications from the American Petroleum Institute (API) between August 6th and August 12th, 2022 commented on various provisions of the US Inflation Reduction Act (IRA). API President and CEO, Mike Sommers, welcomed parts of the IRA that proposed new oil and gas lease sales and carbon capture and storage (CCS) investments in a press release. Sommers also opposed the proposed tax on crude oil and fossil gas, citing that it imposes additional costs to the industry, and went on to suggest the need for a “comprehensive plan” for critical investment in oil and gas infrastructure. Further, an August 9th blog post released by API opposed the consumer tax credit extension for electric vehicle purchases set in the IRA, suggesting that this provision would “pick winners and losers” and was not technology neutral. In this post, API also opposed the tax on methane emissions.

American Gas Association supports permitting reforms to accelerate the approval of fossil fuel infrastructure

In an August 5th article, E&E News reported that American Gas Association (AGA) CEO Karen Harbert supported proposed permitting reforms to expedite approval of fossil fuel infrastructure, including fossil gas pipelines. The permitting reform framework was proposed by Senate Majority Leader Schumer and House Speaker Pelosi as part of an agreement to win Senator Manchin’s support for the Inflation Reduction Act. The article did not contain any statements from Harbert regarding the climate provisions in the Inflation Reduction Act itself.

API advocates for removal of oil and gas leasing restrictions

On July 6th 2022, the Vice President of Upstream Policy at the American Petroleum Institute (API), Kevin O’Scannlain, wrote an op-ed in Real Clear Energy advocating for the removal of restrictions on oil and gas leasing in US federal lands and waters. O’Scannlain also called for a “robust” 5-year leasing program in the Outer Continental Shelf. The article also opposed the US Environmental Protection Agency’s regulation of methane in the Permian Basin, calling it “unproductive” and “burdensome”, and went on to use this argument to support the expansion of Section 45Q tax credits for the development of carbon capture, utilization, and storage (CCUS).
